This thesis investigates the foundations of preference and utility theory used in Social Choice and Decision Theory. The First chapter is the introduction. The Second chapter is composed of a survey of the existing results, motivations for a new framework that can combine many different approaches to aggregation of individual preferences and a proposal of a hybrid model, called preference-approval framework. The third chapter asks the question of meaning of a consensus in such a framework. As an attempt to answer the question, this work provides a distance based approach, by a metric defined on the domain of preference-approvals and analyzes different ways of measuring homogeneity among the individual opinions.
